POSTCARD PERFECT

SAINT MARTIN. Saint Martin, a small Franco-Dutch island in the French Caribbean, is a tourist and tax haven. However, the postcard has been fading for several years now, the crisis having reduced the number of tourists and increased the unemployment rate to a critical level.
